いまだに今年（2022年）の鈴鹿でチャンピオンが決まったルールがあれこれ言われているが、どうなんだろう。
「不備があるとしても」、今年のルール改正がおかしいといいがち
なお、日本GPでは、レース短縮時のポイント削減の規則についても混乱が生じ、問題点が浮上した。本来53周のレースが時間制限によって28周で打ち切られたにもかかわらず、フルポイントが与えられたのだ。レギュレーションにおいて付与されるポイント削減の条件に「レースが中断され、再開できなかった場合」と記されていたためであり、これはレギュレーション上の不備であると考えられている。

混乱はここで生じた。レース距離が本来の５０～７５％となり、得られる選手権ポイントは半分というのがチーム関係者や報道陣らの認識だった。そのためランク１位のフェルスタッペンと同２位のルクレールとの点差は、ルクレールが２着の場合で１０７。残り４戦での王座確定には５点足りないと思われた。
だがレース後の審議でルクレールは違反走行による５秒加算の罰則を受け、３位に降格。場内モニターはフェルスタッペンの王座が決まったとする表示に変わった。得点が半分ならルクレールが３位ゴールでもフェルスタッペンの王座には３点足りないはず。フェルスタッペン自身、「まだ決まっていないよね」と周囲に何度も確認していた。
この状況では正規のポイントが与えられるというルール変更に、大半の人が気づいていないための異例の事態だった。
昨季第１２戦・ベルギーＧＰも強い雨の中、セーフティーカー（ＳＣ）先導（追い越し禁止）で３周走っただけで終了。当時の規則通り入賞者には正規の半分のポイントが与えられた。この際に不備が問われた規則をＦＩＡは変更していた。
ただ新規則はレースが中断され「再スタートができなかった場合」（Ｆ１競技規則６条５項）にポイントは半分と規定。今回のように再開され、チェッカーフラッグを受けた場合は正規のポイントになるというのだ。それならフェルスタッペンと、２着でランク２位に浮上したペレスとの差は１１３点となり、残り４戦で逆転はできない。

まぁautosportsに関しては、海外記事翻訳だろうけども。サンスポの「新規則はレースが中断され「再スタートができなかった場合」」という記述は誤りで、そもそもその中断かつ再開されないという条文は以前から書かれていたのだ。
ルールの欠陥である可能性はあるが、そもそもこれは周知のルールだったはずなのだ。
少なくとも1994年から方向性は変わっていない
この記事でもふれたが、2021年の規則でも「race is suspended, and cannot be resumed」であった。
この記事でもふれたように、2018年の時点で「suspended, and cannnot be resumed」なのである。
ここではインターネットを使ってもっと古いレギュレーションを調べてみよう。

6.5 If a race is suspended under Article 41, and cannot be resumed, no points will be awarded if the leader has completed less than two laps, half points will be awarded if the leader has completed more than two laps but less than 75% of the original race distance and full points will be awarded if the leader has completed more than 75% of the original race distance.

2005年も同様に「race is suspended, and cannnot be resumed」となっている。参照条文が違えど中身は同じだ。

Simultaneously, red flags will be shown at all marshal posts.When the signal is given to stop all cars shall immediately reduce speed in the knowledge that :
– the race classification will be that at the end of the lap two laps prior to that during which the signal to stop the race was given,
– race and service vehicles may be on the track,
– the circuit may be totally blocked because of an accident,
– weather conditions may have made the circuit undriveable at racing speed,
– the pit lane will be open.
154) The procedure to be followed varies according to the number of laps completed by the race leader before the signal to stop the race was given :
Case A. Less than two full laps. If the race can be restarted, Article 155 will apply.
Case B. Two or more full laps but less than 75% of the race distance (rounded up to the nearest whole number of laps). If the race can be restarted, Article 156 will apply.
Case C. 75% or more of the race distance (rounded up to the nearest whole number of laps). The cars will be sent directly to the parc fermé and the race will be deemed to have finished when the leading car crossed the Line at the end of the lap two laps prior to that during which the signal to stop was given
結局のところ、caseAは2周未満でノーポイント、caseBは2周～75％未満でハーフポイント、caseCは、75%以上でフルポイントのようだ。
結局のところは23条の「race is stopped under Articles 153 and 154, and cannot be restarted」であるから、suspendedとstopped、resumedとrestartedと表現は違うものの一緒といえよう。
2004年もこの2003年と同じ表現を使っているし、2002年、2001年も同じ表現だ。1999年もPDFは検索で出てこないがこのサイトが真であれば同じ表現といえよう。

これもFIAのサイトではないし、HTMLページであるからどこまで真実かは不明瞭な点はあるが、これしか出てこない。
ただ、この時点ですでに2004年までと同様に、「race is stopped, and cannot be restarted」になっている。
これより前のSporting Regulationsは見つからなかった。Technical Regulationsらしきものはそれより古いものも出てきそうだが、見当たらない。（ポイントルールからすると91年に全戦対象になったのでそこからは同じ可能性がある。）
ハーフポイントが付与されたレース
この条文が実際に適用されたレースは、
1975年スペインGP、1975年オーストリアGP、1984年モナコGP、1991年オーストラリアGP、2009年マレーシアGP、2021年ベルギーGPだ。
現状の3時間レースになる前は、4時間ルールであったがその契機となった2011年カナダGPは2時間の赤旗中断をはさみながらも4時間4分かかったレースがある。それ以前の最長時間レースは、インディ併催を除けば1954年のドイツGPであるが、レース距離が501kmであったり、車両共有が認められていたりと現在のF1とは似て非なるものだろう。
2時間ルール/3時間ルールとあるが、結局のところF1は悪天候に見舞われるのが少ないのかもしれない。
まとめ
- 少なくとも1994年からは、ほぼ昨年までと同様に「中断し再開できない場合」のハーフポイント規定があった。
- F1はハーフポイントルールの適用は6回しかない。
